A build number is quick to check and settles a lot of questions. If a save will not load, the most common reason is that it came from a different build than the one now running, and the two numbers are the fastest way to confirm that. It is also the number to quote in a bug report, since publishers ask for it first.
The numbers here are not comparable across stores. A console build and a PC build are separate submissions and are not required to match, so a PC-only fix may simply not have reached the console version yet. Each is listed on its own row for that reason rather than merged into a single figure.

There is a second reason to check the build number before filing a report: two people reporting the same problem on different build numbers are not necessarily reporting the same problem. Pinning the build in the report is what lets a publisher tell a regression from a long-standing issue, and it shortens the exchange considerably.
Keep in mind that a build listed here is the one visible on the store page at the time of checking, and store pages update when the publisher pushes. If your installed build is newer than the one shown, your copy is simply ahead of the listing rather than broken.
The release notes contain only the initial release. No patch has shipped.
